I do this all the time, at my local public pool (Fusion). Currently I swim in a Man Utd blue football shirt, over which is a blue-and-orange flared-sleeved hippie minidress, and occasionally I also wear a tie-dye umbrella dress over those. On my legs I always wear ankle-length leggings. I don't wear cotton in the pool (including jeans) as I try to follow their swimwear dress code (and it takes too long to dry if I decide to wqalk home afterwards without getting changed).
