Well you haven't thoroughly inspected the pool until you've seen beneath the waterline. This was actually an issue at a former workplace of mine. Back in 1997 I was working as a clerk-typist for the Arizona Registrar of Contractors. This agency regulated construction and remodeling contractors. I didn't get to go to the actual jobsites like the building inspectors did, but I got to hear some interesting stories. One lady had a complaint about the company that resurfaced her swimming pool. She said the surface was not uniform. The inspector, after he had been there, said he couldn't see any flaw. She said it couldn't be seen except from inside the pool. He said, "Well I don't want to get wet." He dismissed the complaint on the grounds that if a flaw couldn't be seen from outside the pool, the minimum workmanship standards were met.
